15. New Jersey Nets – There is a lot of competition for this spot, but by essentially trading Vince Carter for Courtney Lee, the Nets their best scorer for a second year role player in a salary dump. This team has some major building blocks, and is led by the emergent Devin Harris, but they’re just too young and not offensively talented enough to succeed.

14. New York Knicks – The Atlantic division is terrible this year, and it’s possible that no team had a worse summer than the Knicks. While they did keep rebounder David Lee and 5’9 scorer Nate Robinson, this is a flawed roster with little going for it except potential cap space. It’s also worth noting that they were at their best before they dumped Zach Randolph and Jamal Crawford. Coach Mike D’Antoni is about the only good thing left about this team.

13. Milwaukee Bucks – Another team that dumped salary to get worse this year. Rookie Brandon Jennings is probably a year away from being good enough, and losing more than 45 PPG from the departures of Richard Jefferson, Charlie Villanueva and Raymond Sessions doesn’t help.
